The Johnston County Planning Department is responsible for Zoning and Subdivision Administration within the unincorporated part of Johnston County.  Currently, the unincorporated population of the County is 112,000, which is the third highest unincorporated population in the state.  Additional responsibilities include E911 addressing, Floodplain administration, zoning enforcement, and commercial plan review.
